The other half of Estonian tech
Estonia is small enough that outsiders treat Tallinn as the whole story. It is not. Tartu supplies roughly sixty per cent of Estonia's research capacity, through eleven higher education institutions and a university founded in 1632 that now sits inside the world's top two hundred.
Skype itself was not purely a Tallinn product: the engineering team built it across Tallinn and Tartu in 2003. Bolt and Pipedrive both run development here. Tartu Science Park was the first of its kind in the Baltic states.
The division of labour is real and worth understanding: the deep technical work and the university spinouts come from Tartu, and the commercial scaling tends to happen in Tallinn.
What the local market looks like
A university city of under a hundred thousand people, with a population that skews young, technically literate and transient. The permanent business base underneath it — clinics, hospitality, professional services, property — serves that population and its rhythms.
That produces a sharply seasonal year tied to the academic calendar rather than to weather, which catches out businesses that plan around summer.
The buyer
Tartu clients read carefully and are unusually comfortable with technical detail, because a large share of them work in or around research. Vague claims land badly. Specifics land well.
It is also a small enough city that reputation moves fast, and a single well-known local client does more for a supplier than any amount of advertising.
The practical read
If you sell development capability rather than websites, Tartu is where the people are, and the cost base is meaningfully below Tallinn's. If you sell to local businesses, plan for the academic year and write for readers who will notice imprecision.

Caveats and sourcing
- Verifiable — the University of Tartu's 1632 founding, Tartu's share of national research capacity, Skype's development across both cities, and the science park's status as the first in the Baltics.
- Characterising claims — the Tartu-researches / Tallinn-commercialises division, and the description of buyer behaviour, are interpretation.
