The Home of Radio
Oulu calls itself the Home of Radio and has the record to justify it. The city combines radio research, standardisation, product development and manufacturing, with local Nokia teams working on 5G base station products and software.
More strikingly, around 500 researchers at the 6G Flagship programme in Oulu are already defining the generation of mobile technology due around 2030, in partnership with the University of Oulu.
A city of two hundred thousand people, closer to the Arctic Circle than to Helsinki, is where a meaningful share of the world's mobile standards work happens.
Why it ended up there
Deliberate policy. Finland decided decades ago to build technical capacity outside the capital, put a university in the north, and kept the research funded long enough for an industry to form around it. It is one of the more successful examples of regional technology policy anywhere in Europe.
The market
Corporate, technical and export-facing at the top; small, practical and Finnish-language underneath. The winter is a genuine commercial factor — daylight, travel and construction seasons all constrain what happens when.
The buyer
As direct as elsewhere in Finland, and more price-conscious than Helsinki. Local presence carries weight because the distances are real: Oulu is not somewhere a Helsinki supplier casually visits.
The practical read
If you sell to the research and telecoms layer, expect technical scrutiny. If you sell to the city, be local, be in Finnish, and be explicit about what you can do in January.
