The density
Cluj-Napoca has roughly 20,000–23,000 IT professionals across more than 450 IT firms, with one in every eleven employees in the city working in the sector, according to the ARIES Transilvania IT cluster — the highest concentration of IT employment outside Bucharest.
UiPath opened a second Romanian office and dedicated R&D hub in Cluj in 2019 — worth noting precisely, since the company itself was founded in Bucharest, not Cluj; Cluj's role is as an R&D expansion rather than the company's birthplace.
What that means locally
A genuine product-development hub rather than a pure delivery centre — companies here increasingly build and own software rather than only executing outsourced work for clients elsewhere, which is a meaningfully different, more durable kind of tech economy.
Cluj is also Romania's most prominent university city outside Bucharest, and much of its tech talent pipeline runs directly from the Babeș-Bolyai and Technical University campuses.
The buyer
Technically sophisticated and increasingly product-minded rather than purely service-minded. English is comfortable in the tech sector; Romanian remains the default for the wider city.
The practical read
Cluj's tech density means competition among local digital suppliers is real — differentiate on being able to speak the same technical language this market already does, not just on being available.

Caveats and sourcing
- Verifiable — the UiPath Cluj office and its 2019 opening; the IT employment figures come from an industry cluster study, not a national statistics office.
- Characterising claims — the product-versus-delivery distinction and buyer behaviour are interpretation.
